I am 99.99% sure this is a complete scam, especially if you never applied for a grant and you have never heard of these folks. I don't know how they got a .gov url, it doesn't appear to exist. There are many scams going on right now where people receive phone calls or emails from someone claiming to be from the government (or even from this website!) and saying you have won a grant. The catch is that you have to pay money to get it, and that is a dead giveaway that it is not for real. DO NOT give them any money or personal information, you will never see that money again and won't receive any grant money. Check out the warning at the beginning of this article about the "U.S. Government Grant Department" -- which doesn't even exist (and that's part of what it explains --- along with what organizations and agencies DO give grants....).
