Though a lot of federal grants are for government agencies and states there are also some for which individuals are eligible. With regard to grants for foreigners the policies of the grant maker determine whether a foreigner may apply for a grant. Some grant applications include a requirement that you supply a Taxpayer Identification Number (TIN). However such a number is not necessary for many scholarships, grants for fellowships, achievement awards and grants targeted for a specific type or group of people. If you are not really looking for a grant but for some sort of government financial assistance, you might be able to use benefits.gov to identify what you’re eligible for — as long as you are a “legally present” non-citizen.
