Some one offered a grant but they said I would have to pay $ 700 dollars to get it I heard you can get a person to write a from to get a grant was it legit. I want to know if it was legit.

No this is NOT legit -- don't fall for it. It is a scam that has been going on for a while. The government never operates this way -- the caller just wants to get your personal information and get access to your money or even your acounts.
